Navy nuclear guys are not typically nutter types, and there are a bunch of them on the board. For sure, Brewer knows the power generation industry. I'm wondering if its time to buy stock.
Still, this is the first I've heard of hydrogen having a ground state lower than the CRC Manual sets it at.

Yeah, the theory is revolutionary to say the least. The NASA Institute for Advanced Concepts (NAIC) is actually funding a preliminary propulsion study using it. They're located here:

Mills has at least been consistent in having outside labs conduct tests and document results to avoid criticisms of bias. He recently lost a battle with the patent office to secure protection for some of this work. Apparently the patent office now acts as a peer review board instead of granting patents. If you discover something that works that conventional theory says can't happen ergo you must be wrong.
